Overview
Kazakhstan absorbed one of the largest relocation waves from Russia, yet for anyone on a wanted list it is among the riskiest jurisdictions: CIS conventions (Minsk and Chisinau) tie it to Russia and Belarus with a simplified surrender channel and direct law-enforcement cooperation.
Surrenders to Russia are regular practice, timelines are shorter, and procedural filters weaker than in Council of Europe states. Detention is possible not only on a Red Notice but on a direct interstate request that never passes through INTERPOL at all.
Even so, defence is possible: an extradition check exists, asylum-seeker status suspends surrender, and delays and refusals are known in high-profile cases. The key is to assess the risks before a detention, not after.
Legal system
