Overview
Azerbaijan is a CIS member and a party to the Minsk legal-assistance convention, which provides a channel to Russia that is simplified compared with classic extradition.
At the same time the country pursues a markedly independent foreign policy and does not treat Russian requests as automatically enforceable. Both surrenders and refusals are known, including refusals on the political character of a case.
For arrivals the practical risk lies primarily in border control: checks against CIS and INTERPOL databases are systematic, and detention is possible on entry.

Draft evasion and failure to report for mobilisation are military offences and do not satisfy dual criminality against the Russian charge — no surrender follows from them. As elsewhere in the CIS, the risk comes not from the summons but from any accompanying ordinary criminal case and from presence in the interstate wanted databases.
