Overview

Egypt is rarely seen as a jurisdiction carrying extradition risk — its status as a mass tourist destination shapes that perception. There is a simplification here, but not the one usually assumed.

No extradition treaty exists between Russia and Egypt. The bilateral agreements in force — on legal assistance in civil, commercial and family matters (1997) and on the transfer of sentenced persons (2009) — do not govern extradition. Classic surrender on a Russian request is therefore unlikely.

That is not what creates the practical risk. Resort and capital airports screen arrivals against INTERPOL databases, and detention at passport control is a real scenario. The matter is then resolved by immigration measures: refused entry, visa cancellation, removal. The procedure is administrative, appeal access is limited, and the outcome can end up closer to surrender than the formal absence of a treaty would suggest.
