Overview
Indonesia, and Bali in particular, was for years chosen for mass relocation precisely because there was no extradition treaty with Russia. That argument no longer holds.
An extradition treaty between the two countries was signed in March 2023 and ratified by the Indonesian parliament in October 2025. Surrender is possible for conduct punishable in both countries by at least one year's imprisonment — so dual criminality remains, and remains the main barrier.
The immigration channel continues to operate in parallel and in practice bites earlier and more often. Immigration screens arrivals against INTERPOL databases: a match leads to refused entry, visa cancellation and deportation. The destination of removal is set by nationality, and this procedure offers substantially fewer safeguards than an extradition case.
