Overview

Mexico has become a notable relocation destination thanks to visa-free entry and accessible legalisation. Extradition risk in relation to Russian requests is low here.

No extradition treaty exists between the two countries: the bilateral agreements in force — on mutual legal assistance in criminal matters (2005) and on the transfer of sentenced persons (2004) — do not govern extradition. The surrender procedure itself requires a court decision and executive consent, and the Constitution and legislation contain a developed set of refusal grounds, including politically motivated prosecution.

The real problem is entry. The immigration service screens arrivals against INTERPOL databases, and a Red Notice match leads to refused entry at the airport and a return flight. This is the stage at which a notice most often bites.
